CHARACTER DESCRIPTION
Soontir Fel was considered among the best starfighter pilots in the galaxy, becoming a hero of the Galactic Empire. He served dutifully, demonstrating a strong sense of responsibility for his men. After a series of events out of his control tarnished his career, Fel was exiled to the lackluster 181st Imperial Fighter Wing, which he revived, eventually gaining its command and the title of Baron of the Empire. During that time, Fel met and married the famous actress Wynssa Starflare, who he discovered was actually the sister of Rebel ace Wedge Antilles. When Director of Imperial Intelligence Ysanne Isard sent Fel and his men to die at Brentaal IV, Fel was captured and defected to the New Republic,

Preliminary / reasoning according to MRC (Minimal referenced character)
Soontir Fel only appeared as Rebel Pilot in a few issues of ROGUE SQUADRON (“Masquerade” issues 29,29,30,31), and Artists Drew Johnson (pencils) and Gary Martin (inks) had their own take on the looks of things, not really sharing the Legions own thrive for authenticity.
That said, all Flak vests shown in the Comics are collar to midriff on the front, and completely open on the back, save for the 2 vertical straps left and right, holding the vest. Almost none of the Pilots are equipped with chestboxes.
Acknowledging the liberties of art, it would still not really be plausible, that all Rebel Pilots would have different flak vests than those established as generic standards, and that only for a limited time, nor did we ever see a Pilot fly without a chestbox.
Fels story plays in the new republic Era, but in the old EU, where the original trilogy flight suit standard was the only one available. Thus the generic standard applies except where details regarding Fel deviate (Flight suit color etc).
